HPCL Mumbai Refinery Euro IV MS Production Facilities Dedicated to the Nation Mumbai, 17th Jan. 2010  The Hon’ble Minister of State (Independent Charge), Ministry of Environment & Forests, Shri Jairam Ramesh ‘Dedicated to the Nation’ the EURO IV MS Production Facilities of HPCL Mumbai Refinery. The function, held on Sunday January 17, 2010, was presided by Hon’ble Minister of Petroleum & Natural Gas, Shri Murli Deora.
Hon’ble Member of Parliament Shri Eknath M. Gaikwad, Hon’ble MLA Shri Nawab Malik; Hon’ble MLA & President of Mumbai Regional Congress Committee, Shri Kripa Shankar Singh; Special Secretary – P&NG Shri S Sundareshan, Joint Secretary (Refineries) – P&NG Shri L. N. Gupta and dignitaries from various industries also graced the occasion.
Shri Jairam Ramesh complimented the Ministry of Petroleum & Natural Gas & HPCL for their focus on upgradation of auto fuel quality. He mentioned that the Petroleum Industry has demonstrated great deal of confidence in meeting tough challenges. He expressed the need for the oil industry to keep upgrading their technology and processes so as to provide the nation the cleanest possible sources of energy. Various issues related to environment and pollution were also covered.
While addressing the gathering Shri Murli Deora, Hon’ble Minister of Petroleum & Natural Gas complemented HPCL for completion of the project in time and mentioned that the Auto Fuel Policy for the country, formulated in 2003 provides a clear road map for changes in vehicular technology and corresponding fuel quality for the whole country. It is proposed to introduce EURO IV Petrol in 13 cities effective 1st April, 2010.
The Special Secretary, Petroleum & Natural Gas, Shri S. Sunderesan, complemented HPCL and also the Mumbai Refinery Team for completing the EURO IV Ms Project as per the schedule. The Ministry of Petroleum & Natural Gas has taken lot of initiatives to maintain uninterrupted supplies of fuel through out the country.
During the event HPCL’s officials and major contractors were felicitated for their contribution towards completion of the project.
In order to meet the above objective towards a greener environment, HPCL Mumbai Refinery had undertaken a project called “Green Fuel and Emission Control Project” (GFEC) at an approved cost of Rs 1731 Crores for up-gradation of Motor Spirit fuel quality to meet Euro-IV specifications. This project consists of three major units namely, Naphtha Hydrotreating / Catalytic Reformer, FCCU Naphtha Hydrotreater and Isomerisation unit. These unites were commissioned phase-wise from May 2009.
The major changes in specifications of Euro-IV MS are with respect to higher Octane number, lower Sulphur, Olefin, Aromatics and Benzene content.
