Shri Mukesh Kumar Surana, Chairman and Managing Director

Shri Mukesh Kumar Surana, has taken charge as Chairman & Managing Director - Hindustan Petroleum Corporation Limited effective April 01, 2016. Prior to this, he served as Chief Executive Officer, Prize Petroleum Company Ltd., a wholly owned subsidiary and upstream arm of HPCL since September, 2012.

A Mechanical Engineer with Master’s degree in Financial Management, Shri Surana joined HPCL in the year 1982. During his career spanning over 33 years in Petroleum Industry, Shri Surana has handled a wide range of responsibilities including leadership positions in Refineries, Corporate, Information Systems and upstream business of HPCL. He has been closely involved in Strategy Formulation, Business Process Re-engineering, Major Projects Implementation, Refinery Operations, Corporation wide ERP Implementation, Acquisition and Management of upstream assets etc.

Shri Surana has vast experience in domestic and international Oil & Gas business and is known for his business acumen, innovative ideas and people-centric leadership. In his various roles, he has been able to empower teams to perform and deliver exceptional results through positive engagement and a shared vision. He was a Core Team Member for Corporate wide ERP implementation in HPCL which now forms the backbone of all business transactions at HPCL.

A certified Competency Assessor and a Project Management Professional, Shri Surana has also been actively associated with various important industry forums in Oil & Gas Sector.

Shri Pushp K Joshi

Shri Pushp Kumar Joshi: Director - Human Resources

Shri Pushp Kumar Joshi took charge as Director - Human Resources effective August 01, 2012. Prior to this he was holding key portfolios in Human Resources viz. Executive Director – HRD, and Head – HR of Marketing Division.

A Bachelor of Law and an alumnus of XLRI, Jamshedpur, Shri Pushp Kumar Joshi joined HPCL in 1986. Since then he has held various key positions in Human Resources and Industrial Relations functions at HQO, Marketing and Refineries Divisions of HPCL.

He has been responsible for the design and deployment of key HR policies and practices that are employee oriented and aim at building high performance culture.

He spearheaded various HR practices with strong business focus in HPCL viz; Project Akshay – the leadership development programme, Productivity Improvement Initiatives, leveraged the IT Platform for Internal Customer care, various Technical & Behavioral training programs, HR - Business Process Reengineering (BPR), Implementation of JDE (HR), Health Management System, HR Green Credit etc.

Shri. Vinod S Shenoy

Shri Vinod S. Shenoy: Director - Refineries

Shri Vinod S. Shenoy took charge as Director - Refineries effective November 01, 2016. Prior to this he was the General Manager - Refineries Coordination of HPCL

A Bachelor in Chemical Engineering from IIT Bombay, Shri Vinod Shenoy started his career with HPCL in June 1985. During his career spanning over 31 years, Shri Shenoy has held various positions in the Refinery Divisions and Corporate Departments of Hindustan Petroleum Corporation Limited and has wide exposure to the Petroleum Industry.

Shri R. Kesavan

Shri R. Kesavan: Director - Finance

Shri R. Kesavan took over as Director – Finance of the Corporation effective September 5, 2019. He is also the Chief Financial Officer (CFO) of the Corporation. Prior to his appointment as Director – Finance, Shri R. Kesavan was Executive Director – Corporate Finance of the Corporation for over 4 years. He is a fellow member of the Institute of Chartered Accountants of India (ICAI).

Shri Kesavan brings rich experience of over 3 decades in handling various areas on Finance covering Corporate Accounts, Audit, Treasury Management, Risk Management, Budgeting, Pricing, Corporate Strategy & Margin Management, Heads of Commercial in various Marketing SBUs etc.

He has various academic distinctions to his credit and is a key technical speaker in In-house Capability Building seminars & workshops. He has contributed articles of Corporate interest in various publications.

Shri Rakesh Misri

Shri Rakesh Misri: Director - Marketing

Shri Rakesh Misri took over as Director-Marketing of the Corporation on October 17, 2019. Prior to his appointment as Director-Marketing, Shri Misri was Executive Director-Marketing Coordination in the Corporation.

A Gold Medalist in Civil Engineering from REC Srinagar (now NIT Srinagar), Shri Misri has a rich and varied professional exposure of over 36 years in our Corporation. He has held various senior level positions in the organization heading the North Zone Retail, as Executive Director-Direct Sales, Executive Director-Human Resources, Executive Director-Corporate Strategy & Business Development, and Executive Director-LPG.

He has various academic distinctions to his credit and is a key technical speaker in In-house capability building seminars and workshops.

Shri Sunil Kumar

Shri Sunil Kumar

Shri Sunil Kumar is a Government Nominee Director of our Company. He is IRAS(1995 batch) and is presently posted as Joint Secretary (Refineries), Ministry of Petroleum & Natural Gas, New Delhi since May, 2019. He is Bachelor of Technology (Petroleum Energy) from IIT(ISM), Dhanbad, Financial Management from NIFM, Faridabad, Masters in Business Administration from BI, School of Management, Oslo, Norway, Executive European MBA from ESCP-EAP, Paris, France, Masters Diploma in Public Administration from IIPA, New Delhi and Logistic Simulation and Planning from Beijing Jiaotong University, Beijing, China.

As Joint Secretary (Refineries), he is looking after the matters related to Refineries, Auto Fuel Policy, Petrochemicals, Import/export of crude oil and other petroleum products; Bio Fuels, Renewable Energy and Conservation, Integrated Energy Policy; Climatic Change & National Clean Energy Policy. Before joining MoP&NG, he has worked with Indian Railways in various capacity including Director Finance Expenditure in Railway Board and Chief Project Manager of Accounting Reform Project of Indian Railways.

Shri Subhash Kumar

Shri Subhash Kumar

Shri Subhash Kumar is a Part-Time Director on the Board of HPCL, nominated by Government of India as representative of ONGC. Shri Subhash Kumar is a Director - Finance of ONGC effective 31st January, 2018.

Prior to joining as Director - Finance, ONGC, Shri Kumar served a brief stint with Petronet LNG Limited where he joined as Director - Finance in August, 2017.

Shri Kumar is Fellow Member of ICMAI and also Associate Member of ICSI. He is an alumni of Panjab University, Chandigarh, where he obtained his Bachelors degree and Masters degree in Commerce with Gold Medal.

Shri Kumar joined ONGC in 1985 as Finance & Accounts Officer (F&AO). After initially working in Jammu and Dehradun, he had a long stint at ONGC Videsh, the overseas arm of ONGC. During his tenure with ONGC Videsh, Shri Kumar was associated with key acquisitions and expansion of company's footprint from single asset company in 2001 into a company with global presence in 17 countries with 37 assets. He played a key role in evaluation and acquisition of many Assets abroad by ONGC Videsh.

He worked as Head Business Development, Finance & Budget and also as Head Treasury Planning & Portfolio Management Group at ONGC Videsh from April 2010 to March 2015. He then went on to serve as Chief Financial Officer of Mansarovar Energy Colombia Limited, a 50:50 joint venture of ONGC Videsh and Sinopec of China, from September 2006 to March 2010.

Shri Kumar joined back ONGC as Chief Commercial & Head Treasury of ONGC in July, 2016 where he played a key role in evaluation, negotiation, and concluding outstanding issues pertaining to the organizations.

Shri Amar Sinha

Shri Amar Sinha

Shri Amar Sinha has been appointed as Independent Director on the Board of HPCL effective September 21, 2017.

Shri Amar Sinha joined the Indian Foreign Service in 1982. He is an Economics Graduate from Patna University and has worked with the State Bank of India for over two years before joining the Indian Foreign Service.

During his diplomatic career, he has served in various capacities in Algiers (1983-87), Buenos Aires (1987-90), in the Ministry of External Affairs as Private Secretary to Minister of State for External Affairs, Chemicals & Fertilizers, Parliamentary Affairs and Department of Electronics and Ocean Development from July 91 to May 96. He then served as Director (BSM) in Ministry of External Affairs from June 1996 to July 1997 and as OSD to Ministry of State for External Affairs from July 1997 to April 1998.

He also held diplomatic positions in Indian Missions in Washington DC (1998-2001) Jakarta (2001-2004) and Brussels (2004-2007) before being appointed India’s Ambassador to Tajikistan (April 2007 to July 2010).

During his last tenure in India (2010-2013), he was on deputation to the Ministry of Commerce and Industry and served as Joint Secretary in the Trade Policy Division and the RMTR Division handling WTO related matters and issues relating to multilateral economic negotiations.He also oversaw India’s participation in multilateral for a such as UNCTAD, APTA, BIMSTEC, G20, IBSA, BRICS etc.

After completion of his assignment in Kabul successfully as Ambassador of India to Afganistan (June 2013 to January 2016), he has assumed the charge of the post of Secretary (Economic Relations) in the Ministry of External Affairs, New Delhi, on January 15, 2016. His charge includes Development Partnership, Africa and countries in the Gulf and West Asia.

He speaks Hindi, English, French and Spanish and is familiar with Dari. His interest includes travelling, sports, reading and playing Bridge, tennis and Golf.

Shri Siraj Hussain

Shri Siraj Hussain

Shri Siraj Hussain has been appointed as Independent Director on the Board of HPCL effective September 21, 2017.

Shri Siraj Hussain joined the IAS in 1979 and was allotted Uttar Pradesh Cadre. He served the Government of Uttar Pradesh in various capacities including District Magistrate, Hardoi; Managing Director, UP State Industrial Development Corporation; Managing Director, UP Agro Industries Corporation and Registrar of Cooperative Societies. He was posted in the State Secretariat in the Departments of Energy, Education and Panchayati Raj. He was also Secretary to Chief Minister of UP.

He has served the Government of India in various capacities including Deputy Managing Director, National Cooperative Development Corporation; Joint Secretary in Department of Food and Public Distribution and Chairman-cum-Managing Director of Food Corporation of India (FCI). From 2000 to 2005 he served as Vice-Chancellor of Jamia Hamdard University in New Delhi.

In the Department of Food & Public Distribution, he formulated the scheme for attracting investment from private sector in warehousing sector, popularly known as Private Entrepreneurs Guarantee Scheme (PEG) 2010. About 16 million tonnes of storage capacity has been sanctioned so far, out of which 13.60 million tonnes has been completed and another 1 million tonnes is under construction. The storage problem of the country for central pool stocks has thus been successfully addressed in most States/UT. However, there is still shortage of storage capacity in some districts of eastern and north eastern states/UT. All this investment has been made by private sector and FCI has only given guarantee for payment of rent for ten years.

From May 2013 to February 2015, he served as Secretary to Government of India, in the Ministry of Food Processing Industries (MoFPI). He took up the issue of complexity of FSSAI’s regulations for granting product approval for proprietary food products. FSSAI has finally abolished the system of granting product by product approval. Several mega food parks and cold chain projects were sanctioned in this period.

He was posted as Secretary, Agriculture, Co-operation & Farmers Welfare in February, 2015. The scheme of for setting up of National Agriculture Market by creating an electronic platform for e-trading of agricultural commodities was formulated under his supervision. The PM Fasal Bima Yojna was also prepared under his guidance. It is envisaged that insured area will increase from about 20% in 2014-15 to 50% by 2018-19.

In January 2016, he was awarded Doctorate in Philosophy (honoris causa) by Acharya NG Ranga Agricultural University, Andhra Pradesh in recognition of his contributions for advancement of Agriculture.

He retired from Govt service in January 2016. He is presently a Visiting Senior Fellow with ICRIER. He has been researching and writing on various issues of agriculture sector including crop insurance, futures market of agricultural commodities, streamlining of food subsidy through DBT and state/UT agriculture reports of some states/UT. He is also a contributor to Indian Express and Financial Express with Dr Ashok Gulati.

Shri G. Rajendran Pillai

Shri G. Rajendran Pillai

Shri G. Rajendran Pillai has been appointed as Independent Director on the Board of the Company effective July 15, 2019.

Shri Rajendran Pillai hails from Kollam district. He has completed his B.A. and M.A. from SN College, Kollam and LLB from SP College of Chandrapur under Nagpur University.

He has worked with Income Tax Department and is currently practising as an Advocate in District Court of Kollam.
